The first earthquake (Sept 2010 -  7.1 on the scale ) was the biggest but its damage to the city was less as the centre was deep and some distance from the city.  

The second earthquake (Feb 2011) was much weaker but had its epicentre close to the surface and under the Eastern Suburbs & CBD so the shaking was felt as being much more violent
